Yah-- if there's any orange peel at and step in the process you have to get rid of it before doing any more painting. Then, just keep the coats thin and the mixture thin and you should be fine. I think if the hood was propped on its side, or otherwise not horizontal, that paint would have a lot of runs in it, but since it's got no where to go, it just orange peels.

It's definately either on there too thick, or the mixture is too thick.. probably both since a thin mixture tends to level out on its own. Get rid of that orange peel then get your paint mix real thin, a bit thicker than water, and coat your roller in the mix then push most of it out by rolling it hard in the paint tray over the bumps, now start painting and it should lay flat..
