I did some and think what caused the bubbling was probably heat from some drilling, welding and grinding I was doing a couple feet over. Somehow that area got too hot and bubbled up. At least that's what it looks like.
Glad to hear those seat brackets have rock solid paint now. Looks like waiting will do it from what everyone has said.
