It should be completely smooth after wetsanding, otherwise the next few coats will be on a non-smooth surface and it wont come out right and you'll have to sand through all those extra coats. Sand enough to get it smooth now, and be patient with the # of coats it takes, e.g. at one point after 4 coats I sanded it way down because it wasn't smooth- then did 4 more coats and it came out smooth in the end.
