as long as the VIN matches up he should be fine, as law enforcement doesn't car about fender tags, build sheets or if the car has a #'s matching block. Now if somebody were to claim a car is numbers matching to fetch a big pay day and this person went so far as to re-stamp body panels, parts and engine/trans then person could be in trouble.
