Thats exactly it, and thats why the GM products do so well. No cheating, no shinanigans, no rule advantage.
Everyone knows (or at least should) that money, R & D, dedecation and laps are the keys to running at the top of any class.
As for cheating.....I have no idea, very difficult to prove in most cases, but......unless I've mis-read the previous posts, some GM cars DO benefit from rules advantages, as well as the exclusion of certain non-GM combinations that the majority believes should be legal.
