I think it should be by class because that is the way it works for every class. Say you build a prostock car, just because it goes 8.60 doesnt mean that it doesnt have to meet pro stock specs. Top fuel, funny car, comp etc. A class car is not a bracket car, and the rules should be class specific.
the way that the rule is as of now (subject to change) is that as long as you dont go too fast in the dial-in eliminator, it doesnt matter how fast you go. class elims, qualifying, are exempt. I dont get the logic behind this. so if you go too fast, they give you a form at the scales that you have to sign and agree to not do it again at that event or you will be DQ'd. I say they can change this at any time, like when I am on my way to the dutch classic, and I will get dq'd in qualifying (potentially).
