They weren't necessarily cleared, the ban was just lifted (semantics...). Norwalk hasn't been IHRA for about 3 or 4 years now, so they could care less what they do. Also, any track owner can decide to ban individuals from their track. I know of some racers asked not to return to Quaker City because the owner doesn't like them, and they don't like him.
