This is where I got all confused a year or more ago.... There are no "cut a dried" rules. Things CAN be changed. It's not reallllly bending rules, it's bending within the rules so to say....
Maybe the "stock tires" WILL have to be looked at from a safety standpoint also, which I am sure will further confuse things!
