You have me stumped Jerry. I have two of my old rocker shaft assemblies, one intake shaft and one exhaust shaft that are untouched and both shafts are notch up.
Steff, If the notches on the rockershaft's are up on the intake side, you won't get the proper oiling to valve stem tip. Here's an old pic with my TWaters setup with chrome hardened rockershafts. Notice how the notches on the rocker shaft are facing south bound.
