Those rules put a manual trans at a disadvantage right off the get go.
The stall of the converter is basically a low side rpm limiter. A manual trans is less consistant at launch without a low side chip. Allow a 2 step with the manuals and maybe you would encourage their usage. The playing field would be equal then.
Scott is right about that. There is no reason not to allow two steps on a stick car.
