If I understand it right, at 1.80 Brazilian Real per US Dollar, you pay about 4.00 Brazilian Real per gallon. And is that US gallons or Imperial gallons? As I recall, 1 Imperial gallon is 1.2 US gallons.

Yes, fuel taxes in the US are pretty low compared to many countries, except oil producer countries which sell gasoline to their citizens at less than production cost (govt subsidized by oil export sales).
