A lot of the aftermarket electronic ignition don't use them, the ballast resistor was used on point type ignitions when the industry switch from 6 volt to 12 volts to help save the points from pitting and having to be filed or replace as often as they thought would be needed by doubling the voltage out of the old generators on the newer 12 V system cars shruggy work
I would remove it and use a good, proper gauge size jumper wire wrench twocents
