The only thing Lock Tite is going to do for you is make it harder to re-torque the oil pan bolts. The pan gasket you are looking at using will relax under torque requiring you to tighten them more. The more you tighten them the more the oil pan flange distorts..... it's a vicious cycle.
As far as using adhesive silicone on all sides of the gasket........ why bother with a gasket at all, just put it together with silicone
