these days, to run 9.90 at that weight i would go with an indy cnc head and indy intake, a semi mild streetable roller, some compression that is mild enough to run 110 with (12.5 or so) and you are there.
my combo is w5's(likely not quite as good as a cnc indy head would be)a bit more agressive roller than what you could get away with, and an 8 inch convertor. i have been 9.85 at 3350 pounds, a good bit more weight than what you have to carry. I drive mine some on the street , but not a ton.
416 inch forged bottom end and the above indy topend end should get you there rather easily.
The key will be selecting a streetable roller lobe that will make enough power without real big spring pressures. mine is 270/ 590 spring pressures , and has given me no problems in 6 years. I suspect one step down in lobe type would be enough to get your car in the 9's rather easily...If i get a chance i will find out what lobe i have, fast 68 plymouth, who posts on here selected the lobe i use, and is extremely handy with cam selection.
Or you could run a flat tappet, less compression and pump gas, and sqirt it with a 125 shot to get there.
At 3000 pounds, its mighty easy to get a eddie headed 416 in the mid 10's without a lot of compression?(11.5-12 to 1)or a roller, and you could then sqirt that combo to get in the 9's rather easily.
