Colorado's state bid priced many different types and styles on police packages that, as bob pointed out, could be bid by any local government agencies. The state itself bought Fury Is for the patrol. It had an interesting option that included the factory installing an NMO (new Motorola) 3/4" antenna mount in the roof center but no antenna. The coax ran down the rear pillar to the trunk where it was coiled and unterminated. The radio installers at 4201 E Arkansas would mount a Larsen 5/8 wave antenna on the roof and install a 110 Watt Motorola Motrac in the trunk. I never saw that antenna option on the Belvederes or on any of the municipal orders in Colorado.
Denver Police never ordered police package cars and drove standard grocery getter Fords off the fleet lot with few heavy duty items on them.
