I looked at some pictures of VW wheels and these clips. The VW hubcaps actually fit into a depression in the wheel. They are located by this depression. The clips just keep the hubcap from flying out of the depression. I doubt that they would function on Mopar wheels as the cap just sits "on" not "in" the wheel.
Seems that the idea of welding short pieces of 1/2 X 1/2 angle to the wheels is the best idea (in my opinion) so far. That should make the mount 1" larger in diameter.
