Both bolts are exactly the same in terms of dimensions.
The only possible reason I can come up with for the yellow zinc plated bolt to be in the rear position is the possible need (and I realize that this theory MAY be a bit out there) for a better grounding capability for the radio suppressor, which is mounted under this bolt.
