Figured out the speed sensor. Instead of using the 8 volt line and the VSS line, you need to use the VSS line and the sensor ground reference. The VSS supplies its own 5 volt reference.

I am using a 2 wire VSS with the cable pass through from an 89 Ram, I have a spare that came from an 89-90 Dakota. Both were $5 salvage yard parts. The engine ran and pulled much smoother and harder with the VSS hooked up. The OD kicked in also.
