It seemed like it took a while to get mine primed too. IIRC by running the drill CCW and turning the motor over slowly with a breaker bar was what I found worked. When the motor is spinning over with the starter the cam and oil passages are only open for a short amount of time. When you do get oil with the drill be prepared to clean up the mess as it will put a lot out and run down over the edge of the head.
