Picked up a Samsung monitor at wally world, Plugged it in, couldn't see 💩, then I took my welding helmet off, did a few tweaks to the monitor settings and SHAZAM 💥💥👀 all is well.
I'm thinking there was something wiggy with the Phillips monitor. The first replacement as I said was fine but kept randomly going blank, so I Tried the Philips, Bad idea.
For the recent suggestions offered Yes I did try tweaking the windows and monitor settings. Never did get a call back from Philips which used to be a good company. I did stumble across the following which I was not able to reconcile. And there is nothing new their currently. The below is above my pay grade but it might make sense to somebody so I thought I'd include it.
