all that was required by california law, was to have the seller [my brother] sign "on the dotted line". no notary required........... well, it seems that was a BIG mistake
When I left there in 94, to avoid the issues he experienced, it was recommended that you notify DMV of a sale providing the buyers name vehicle info etc. A simple 1 page form. Failure to do so would result in your being liable for parking tickets and such as you were the last known owner.
