Oh I can only imagine.. NH doesn't have titles either, IIRC.. my brother has dealt with exporting an untitled Mopar overseas. Insane.
However, I've never had problems with NY DMV, they are great, at least in my experience.

..but with this car, I'm not sure the PA title is even an original.. No way any DMV will touch that.
