I transferred the registration on a 1969 vehicle from NY to an ND title. What a mess. First the DMV clerk claimed I had to have a title. When I produced the NY website stating in 1969 there were no titles, then I hear that I have to have a bill of sale. I basically started arguing, politely of course, and one of the senior clerks intervened. She looked at my paperwork and basically said "what's the problem?". Had my title in a few minutes. Sometimes you have to argue a bit.
