It wasn't because it was unfair, although that may have been the reason given at the time.
Prior to that rule, the race was held up two different races by cars racing in other classes, that couldn't get to the staging lanes to pair up on time.

This delayed things/schedule, and hence the rule.

In Victory, you pair up in the pits, and once called (and only once) you get to the lanes within minutes. Its courtesy for the track and participants.
