If your starting from scratch, I would build it to NMCA Rules... ONLY because you will be legal no matter where you go.
Personally I don't agree with the fact they don't allow E Bodies, Camaro's and Mustangs from the late 60's early 70's.... BUT that's another discussion for another time.
To make a slight correction here, NMCA allows single 4 on some cars, Victory has to have multiple carbs. Also, NMCA rules change on carb types when you dip into the nine's. Victory rules stay the same no matter the index.
Also, some of these rules originated in the '80's. Some rules haven't changed since then.
