As for Victory, wasn't much of a fan when they told a buddy he couldn't be running other classes other then the Victory deal, as it would give him a unfair advantage. If you tow 500+ miles, and your car fits into multiple classes for the weekend, you should be able to race whatever you want.

I do not understand why the 68 or 69 B bodies are not allowed.
You could have a Hemi Car or a 440 6 pack car. But other makes are allowed to run 69 models.
I hate to say it, but I believe the organizers are afraid the Mopars would take over. But then I would think they would want more cars to attend.
