I doubt it's the fuel system, but the only flow test that tells you anything relevant is one done with a restrictor(or valve) in the discharge line adjusted to that you are flowing at what you feel would be the lowest acceptable system pressure(around 5lbs). Then time how long it takes to fill a gallon can while maintaining that pressure.
Free flow tests are of essentially no value in determining if the fuel system is adequate for the application.
