Yes it will Bill, there was a guy in Half moon bay ... RIP Noel ... with a 98 or 99 24V Cummins Ram that had a full manual VB in it ....

Otherwise all the OP would need to do is change the OD section , but with a manual VB there is no need for the gov or it's circuit.
