Its very easy to open the outboard side with the step drill bit but you have to remember to stop at the correct diameter
Once I had the outboard hole done, I used a Die Grinder through the outboard hole to enlarge the inboard side of the frame rail to fit the shackle bushing.
Is it me or does Murphy visit everyone?
The inboard frame rail is double thick!
