"Intake side of head may not be cut into any part of valve cover bolt holes. Valve cover bolt holes must remain unaltered and in their original location." Illegal is illegal. Scrap anything that violates this rule and build new heads. Sell me the old illegal heads really cheap.

I've had the thought that MP should make raw castings available to those high dollar engine/head builders. You could move the valve angles and machine the valve cover bolt holes to whatever depth you wanted, or weld a stud to the upper row of bolt "holes", or where the holes would be?
