The neutral safety can be bypassed by pulling the brown wire off the starter relay and running a jumper wire from that stud on the relay to ground.
It's grounded through the tranny when it's working properly.

I would not recommend doing it as there's a reason that it called a neutral safety switch.
It prevents the car from being started in gear and running over anyone.
The neutral safety is required to work to pass the tech inspection at the track.

As far as moving anything on the column, is there any linkage still attaching it to the trans linkage?
