Your vent valve looks "pushed in". It should stick up like in some of the other pics. As mentioned, it vents the fuel bowl and is opened only at idle. If your "pintle" (part of valve that sticks up) was UP, that would move the rod your looking at closer to the throttle lever that pushes it. After that, bend the rod as needed. It is supposed to open and allow fuel vapors (center carb only) to go to the charcoal canister. The older carbs just had a vent hole. I'm not sure exactly why


That is how it’s supposed to look unless the long arm on the throttle shaft it fully engaged on the vent rod. The small spring on the arm makes it push the plunger down to close the vent on the bowl. The vent is open at idle.
