Cleaned off most of the powder coating with a Dremel tool and gave it another go. Inside diameter interference is now ~0.004” It was a mutha to pull on, but it’s done. Appreciate the help

At this point in history, I'm not sure where something was made makes much difference. Quality control just doesn't exist many places any more.
