It was definitely made in China. It was on back order from Holley for 4 months. Other than the pulley issue, looks to be very well made. No idea if it's powder coating or anodized, but that area definitely should have been taped off. I didn't get all of it off and it was a chore to pull that pulley on. I hope the pump never goes bad, I'm thinking its not coming back off.
