The rear seal fixture uses two shorter bolts or they can bottom out and not clamp the gasket well.

Bottoming out the block pan bolts can cause them to crack and pop open the pockets into the crankcase.

The pan rail stiffening plates really help keep the pan bolts from dimpling the pan's sheet metal and spread additional clamping force along the pan rails.
