Check the tires for roundness. We see more and more tires that are shaped like an egg. And they will balance to all zeros, but at certain speeds will shake a lot. I have a pair of MT DRs that are about as bad as I have seen. They are even worse than the ones they replaced. At 70MPH, they are down right uncomfortable.

Also check the axle flanges for true.

There are balancing machines that will measure road force variance , find a shop that has one and let them measure your tires.
