Both soluitons works, relay with Diode and just Diode, but there is just one reason why I would preffer the one with the relay and is that the splice using just the diode COULD, even minimal, add some load on the ballast output the coil, changing the ballast performance so then the coil voltage input. That's just my fear. Not saying is something to worry, but just thinking out loud about that.
