Sounds like a Cummins crate motor to me and if that list is only what was done they didn't do enough. The reason the pushrods were hitting the block is because the lifter bore angles are off , at least they were on my crate hemi from 2005 , along with the heads needing everything , decks were about .015 taller than spec and the main line bores were tapered ...

An MP crate Hemi built by Cummins was an EXPENSIVE CORE.
