Excellent! Now look at these two wiring diagrams.

If you start with the headlight switch you notice the black wire that goes to the panel light switch.
From the panel light switch a tan wire goes to the instrument panel fuse in the fuse block,
From the fuse block an orange wire goes (through a splice) to pin 1 of the instrument cluster which is the panel light feed.

Bottom line, if you have voltage at the instrument panel fuse, you have continuity through the panel light switch and it's probably not bad. Want to make sure? Put your voltmeter on the instrument panel fuse and roll the panel light switch. The voltage should vary as you operate the switch.
