4 speed E-body. This is the the rubber access cover the goes over the hole where the end of the Z-bar bolts to the frame. It is located inside the driver's side front wheel well. What is it called and where can I buy one including the clips? Thanks.

thats the alignment access cover...all the resto places have them

Hmmm This cover is located a fair bit behind any steering, suspension or alignment parts, I don't think you would be accessing those parts from under the cover. This cover is over just the area where the clutch Z-bar comes off the ball stud on the bellhousing and bolts to the frame and clutch adjusting rod.

It's still the alignment access cover & personally I'd but it from Jim Filmore AKA 71 TA AKA DMT

Its so you can access the upper control arm bolts. The opening is large enough to also access the ball joint. B bodies have a similar cover.
Found them. They are not located anywhere near the upper control arms or the inner fenders where they bolt to.
This is further back right over where the z bar bolts to the frame.

Have you ever done alignment work? When adjusting the caster/camber your loosening the lock nuts on the upper control arm eccentrics from the wheel well & adjusting the eccentrics to set caster/camber... If you reach your hand in through the wheel well you'll find the locknut is about 3" ahead of the opening & is easily accessed with a ratchet & a deep socket... If it were for clutch access why it there one on the passenger side?

LOL my wife thinks I'm nuts, just went out and took some Iphone pics, thankfully the car is up on my lift.
Is this the area you are speaking of, it is located on the frame behind the front tire on the drivers side?
I Googled "Mopar alignment access cover" in multiple variations and didn't find it, splash shield got many hits for mudflaps.
