Yes Some early versions of the 99 manual still had the pre 98.5 (P pump) wiring diagram in them with the fuel shut off solenoid and related stuff but no mention of the APPS, it got corrected but both versions are out there ( I used to have both ) so you might want to check yours. There were a bunch of errors in both the 98 and 99 manuals due to the switchover to the 24 valve
