Your E/T requirments are very much reachable on a budget.
Here is a run down ona similar engine from my Father-In-laws Duster, which should be a similar weight. It actually runs low 11's, but we are currently adding Indy heads but anyways.
Its a .030 440, stock crank, and recon rods with good bolts. It has ported 452 heads with big valves. 2.14- 1.81 valve size. It has a old MCcandless solid flat tappet Comp cam, which is a smaller version of the .650, this one is .575/282. Along with the cam is a set of Isky Ductile rocker arm set. The pistons are the KB 237 which is a flat top with a 2"+ compression height. The pistons are about .012 down in the hole or so.
M1 intake and a 9375 Dominator, 4.88 gears and a old GER 4000+ converter which to y surprise works awesome.
We had a 4.10 sure grip under it and drove it on the street. We sure did make a hand full of local Mustang, and Camaro owners mad.
