Do I need to install a restricter somewhere? Walk me through this please.

Engine currently idles around 45psi and runs at 70psi, 80 at higher RPMs.

I would leave the rockers alone and put in the correct cam, lifters and timing set. Fast68Plymouth spec'd an amazing cam for my build. Not knowing what you have now, increasing the ratio on your rocker arms may do little or nothing to take advantage of your set-up. It's all about the combination.
