Those are 70 California plates. The plates are sequential starting with the letter A.

Some very early 70 cars were issued the older black plates starting with Z and the number order is reversed. Black would be ZZZ 999 and the Blues start 001 AAA

After we blew through that sequence we reversed the sequence again 000 ZZZ --> 1 AAA 001

So 70 California cars will start with Z, A or B


& if plates were distributed sequentially - these two would be 368 1,632 vehicles apart from the same DMV office
