THE RULE IS:

Used lifters go only on the exact lobe they came off of and never on a new cam.

New lifters are OK on a used cam.

New lifters ONLY on a new cam.

This has been the standard for more than 40 years, to back when I was reading Fischer and Waar.

Other things MAY work if the spring pressures are stock or close and you are lucky.

The only two reasons to replace a camshaft are:
1. You want a different one for change in performance/operating characteristics.
2. The lobes show damage, either pitting or rounding or have varying measurements when measured across the max lift point.
