It doesn't make sense to me, what does NHRA care about how much money it cost a team? Somewhere between the lines, and all that fine print, its putting money or benefiting NHRA in some form or fashion. Other than being "worried" about the teams. And if they are, due to low car count, and teams folding they're a day late and a dollar short now. If the teams doesn't have the money to test, they simply wont test. i don't see how putting a cap on it will help.
