The location looks correct. I don't think 1" is enough to go from snug to loose. There should be some amount of slop in the cable so that it makes a loop.

Snug was using the incorrect upright pin clips ("Authentic Mopar Restoration Parts") that pulled the cable tighter, not the correct NOS lay flat clips. The question is, 25" or 26"? For the 23" to fit, you'd have to mount the end of the cable under the header panel. 23" is probably for '70 B bodys or E bodys.
