From a guy who is a major PB shifter fan(I am putting this shifter into two vehicles that have never had them in before) .. it is best and EZiest to make and check adjustments with the trans-pan OFF ...so you can look up and see the valve-body action.

NEW cables ? ... hold on to your wallet ..

It's unlikely that the problems are related to a faulty cable, like Doc said it's best to pull the pan and observe the detent ball positions with a small mirror and flashlight.

The same problems often occur when using a console/column cable in a pushbutton trans.

if the cable sheath becomes soft in places its posible for the shift cable to bind alittle and not give 100% action .

Just remember,it worked when new,if adjusted properly it will work again.Do it with the pan off or in reverse like the shop manual says.

That's easy enough to verify, just crawl under the dash and observe the cable movement as each button is pushed. (If it's a PB, OP never specified)
