Spring rates are built into the spring, short of physically modifying the spring you will not change the rate. What you will do is lessen the preload and you will hit the bump stops more often. Fatman Fabrication makes a drop spindle that will fit this application. http://www.fatmanfab.com/catalogpage.php?page=17Very last part on the page is the one that fits your application.

Be hard to lower a car with a shackle kit. There isn't much room to drop it, any less clearance and you will hit the frame with the spring. Shackle kits ae usually used to raise the rear, another bad idea along with blocks to lower it.
If you want to lower the rear you'd be better off raising the front spring mount up. On many Mopar you can swap the mounts side for side and flip them over to lower the car, you may have to oval the mounting holes a bit.

Why do you want to raise the back? Going off road?

Raising the height of the rear end above the springs. Not raising the rear end up.

re-arched springs, or stiffer ones--the standard height 5 leaf HD springs raised the back end of my M body about 1-1.5" over my well worn stock 4 leaf springs.

1981 Mirada. I cranked down the bars and put in the solid mounts in the front. I put an 8 3/4 in and dumped the iso mounts in the back. I had 2 inch blocks in the back for a little while, too close to the stops. I ended up with 1 inch blocks. I had cop car wheels with a 65 series tire that was shorter than original. I can't remember the size.

10 yrs ago I added a shackle kit to the B-body Cordoba due to the sag, I knew at the time the shackle kits wasn't that safe, is my best bet now to get a new leaf spring set
