Vacuum is not your problem when the brake pedal goes to the floor. Sounds like you have a fluid leak and/or your master cylinder is going bad. The missing fluid is what you should be chasing...

rear resivoir is for the front brakes.
It sounds like your mc is bleeding by internally.
It is pushing fluid from the rear to the front of the mc. That is why you have extra fluid there.
I would also be concerned about it being sucked into the booster and then leaking along the firewall.
No it does not have to be empty. If the cup seal goes bad, it cannot "push" enough pressure to actuate the brakes and you get a to the floor event, plus a brake light due to not enough pressure.

Greg, I had this exact problem a few days ago.
Before you go pulling the M/C to swap it out, if you have power brakes, check the length of the rod going into the M/C from the booster and check the depth of the hole from the back surface of the M/C to the primary piston in the bore.
I checked mine after loosening the 4 nuts and found the pushrod was too long.
After sticking a small screw driver into the bore, then using my thumb to indicate the mounting surface of the M/C (a makeshift gauge)and comparing the length of the screwdriver blade to the length of the rod protruding from the booster, I eyeballed it and turned the rod clockwise about 1 1/4 turn, and got it to be equal in length to my gauge.
You can use a tire tread depth gauge to get better accuracy, or a small measuring tape or pocket ruler it you have one.
Everything is ALL good now. Chaz now brakes like it should, and that might be all you need to do.
